TOWN OF JACKSONPORT ANNUAL MEETING
Tuesday, April 14, 2009 at the Town Hall

The annual meeting was called to order at 7:30 p.m. by incoming
Chairman Aaron LeClair. Outgoing Chairman George Bagnall was absent.
Sixty-two people were in attendance.

The Pledge of Allegiance was lead by Alvin Scharrig.

Chairman asked people to state their name and address before
speaking.

Minutes of the 2008 Annual Meeting were read by Eileen Phetteplace.
Motion (Tom Ash/ Kari Anderson/Passed) to accept the minutes.

Motion (Chuck Ploor/JR Jarosh/Passed) to set the annual meeting for
next year on the 2nd Tuesday of April, April 13, 2010 at 7:30 p.m.

Clerk Read the following statement submitted by outgoing Chairman
George Bagnall:

Just a note to the Jacksonport Electors and Property Owners,
Sorry not to be here tonight, but I am on a slow recovery course.
At this time I would like to thank you for your support in various
town offices that I have served over the years, more specifically
twenty-four years.
Not at all times have you supported the issues, but as a community I
appreciate the togetherness and incentive to move forward and stay
within a reasonable tax levy. Most of all I have enjoyed working with
board members you have elected.
Thank you for giving me the privilege to serve you.

Chairman Aaron LeClair presented Mrs. Ester Bagnall a plaque of
recognition for George Bagnall. The plaque read as follows:

The Town of Jacksonport gratefully recognizes George Bagnall for his
years of service to the Town, including nine years as Town Chairman,
one year as town assessor and eight years as town supervisor. Your
tireless efforts have made our town a place we are proud to live in.
Thank you for a job well done! April 2009.

Those present gave a round of applause to recognize George’s 24 years
of service to the town.

Fire Chief Tom Ash gave a verbal report on the Jacksonport Fire
Department. An in-depth report was available as a hand-out. The report
is attached to the minutes in its entirety.

Marsha Wilson reported that there are eleven first responders in
Jacksonport. They responded to 37 calls during 2008.

The Town gave a round of applause for both the Town Fire Department
and the Town First Responders.

Jon Jarosh presented the following report from the Jacksonport Parks
Committee:
The Jacksonport Parks Committee is in the process of identifying
strategic properties that could potentially benefit the town from both
a short term and long term perspective. Once identified, the
committee will work with the appropriate land owners to attempt to
secure the rights of first refusal should the identified properties
ever be put up for sale. The committee thought this would at least
give the town the opportunity to pursue specifically identified
properties, with decisions on whether or not to purchase to be made by
the town board at that time.

The only property that was identified specifically at the last Parks
Committee meeting as a potential property of interest was the late
George Grovogel’s property located at 6298 Lake Park Drive. The
committee is waiting to hear back from the estate as to whether or not
the property will go on the market.

Additionally, the Parks Department will ask the town board to set up a
special “Parks Fund” account to which residents or visitors could make
tax deductible donations for the specific purpose of acquiring future
park property in Jacksonport or for other park related items. A
formal fundraising campaign is not planned at this time, but could be
undertaken in the future as the need arises. More information about
the Park Fund will be made available to town residents once the fund
is established.

Terry Simon gave a summary of the work he completed for the Town in
2008. He also wanted to recognize the people who donate time,
supplies, use of equipment, etc. for the improvement of the Town. Some
of the individuals named were Linda & Dave Burke, LittleBit LeClair,
Paul Wiesner, Paul Leist, Darlene Simon, Judith & Jerome Cote, Mike
Kaye, Alvin Scharrig. There was a round of applause given.

Aaron LeClair summarized some of the highlights from 2008:
- $15,000 was spent on crack sealing of town roads.
- Snow control exceeded the original budget for both 2008 and 2009.
Money transferred from the road maintenance/construction budget to
cover the snow control costs.
- Miller Engineering completed plans addressing storm water and
bacteria management recommendations for Lakeside Beach
- The Town received a copy of the feasibility study for Schauer Park.
This was funded as a joint effort between Door County, Town of
Jacksonport and Town of Sevastopol.
- Portions of Clark Lake and Logan Creek were designated as no-motor
zones.
- Town Board is looking into a possible scenic highway designation for
portions of the roads running through the township.

Clerk read a letter submitted by Sue and Joe Jarosh requesting that a
day and time be set for ‘Trick or Treating’ in Jacksonport. Motion
(Elizabeth ‘LittleBit’ LeClair/Nancy Bemmann/Passed) to confirm the
actual Halloween Day – October 31 from 3:00-7:00 p.m. as the official
hours for ‘Trick or Treating’. Those homes willing to participate
should have their porch lights turned on.

Kurt Krauel a former Supervisor from the Town of Egg Harbor stated
that the road signs shared with Egg Harbor have been updated to comply
with the code required by 2012.

Joe Majeski recognized and thanked the taxpayers for the tax dollars
which support Sevastopol School. He also thanked the Town of
Jacksonport, for the use of their softball field for the past two
seasons. The Sevastopol School girl’s team won two State
Championships. They will now play in Sevastopol. He also recognized
and thanked the Jacksonport Fire Department, who’s response time is
seven minutes to get to a fire. Thank you for an outstanding effort.

Eric Wickstrom pointed out that the Jacksonport Advancement
Corporation asked for a town maintenance person three years ago. He
expressed thanks to Terry Simon for the years he filled that position.
He also recognized the quantity of work Terry and Darlene volunteered
to help with things, which helped keep cost down. JAC wishes them the
best in their future endeavors.

Dan Fuller, a seasonal resident recommends that any public hearings
regarding Schauer Park not be held before June of 2009. Jerry Winzenz
also wanted any public hearing to be held after June 1st.

Patrick Eaton asked if the Town could consider the property known as
Sweet Lou’s as a town hall.

Karon Winzenz stated the town needs to leave properties for
businesses.

Kari Anderson congratulated Aaron LeClair as the new town chairman.
She also wanted to recognize all of the people serving on the Town
Board. She stated that the Town of Jacksonport will miss George
Bagnall. Another round of applause for all.

Randall Halstead was introduced as the new Supervisor #1. Oaths of
office were taken preceding the start of the annual meeting.

Althea Logerquist requested that there be no more problems regarding
trees along Logerquist Road. She also expressed her pride in how good
the town hall looked when Simons took care of it.

Motion (Tom Ash/Jerry Cote/Passed) to adjourn the meeting. The meeting
adjourned at 8:21 p.m.

JACKSONPORT FIRE DEPARTMENT
2008 ANNUAL REPORT
2008 was another very interesting year for our department. The year
started off very busy with the department saving a large barn from
being lost to fire. This feat is very rare due to the age of most
barns, and the materials stored in them. Our department was quickly
reminded how rare this is when a month later we were called to a fully
engulfed barn fire. We were able to stop the spread of fire to other
buildings, however, numerous cattle and the barn was lost. This is
the first year in many that we did have an injury to a firefighter
during fire ground operations. The firefighter was treated and
released for the minor injury in the same night.

The department is now made up of 30 firefighters. 27 are active
firefighters while the other three are auxiliary firefighters. Eleven
of our firefighters are crossed trained in EMS and respond to medical
emergencies in the town. Six of the 30 are also officers.

We have once again intensified our training for department members to
make sure that they are able to handle all emergency situations
efficiently. 2008 saw department members put forth a total of 584 man
hours of training. This included search and rescue operations, water
rescue, pump operations, hose line tactics, and also federally
required incident management training. The department also conducted
40 inspections of businesses. We also continued educating our
youngest members of the town while visiting local schools during fire
prevention week.

These calls resulted in 357 man hours.
Our department improved our response time from 8 minutes and 9 seconds
to 7 minutes and 5 seconds from the time of dispatch notification
until our first engine arrived at a location. As a department, we
also responded to 20 requests for mutual aid. We received mutual aid
4 times in 2008.

With the new year our department will again challenge our members with
new training so we can provide our residents with the highest possible
level of service.
