April 13, 2009 Jacksonport Advisory Fire Committee Minutes

Re: Minutes from April 13, 2009 Meeting
The Jacksonport Fire Advisory Committee held its second meeting April
13, 2009 at the Town Hall. Tom Ash called the meeting to order at
7:00P M. All Committee members were present: Mark Stoeger, Tom
Wilson, Al Scharrig, Paul Ozburn, and Eric Wickstrom.
The minutes of the February 23rd meeting were reviewed, Mark Stoeger
moved to approve the minutes, Al Scharrig seconded, and all members
were in favor.
There was no public comment.
Old Business:
(A) Budget Update: The Committee reviewed the Fire Dept Budget
Comparisons report as of 3/31/09. Wages were noted higher due to
increased turn-out for training. It was agreed this report would be
updated and reviewed each quarter. This report includes the First
Responders. In the future the report will include the First Responder
and Fire Department savings accounts.
(B) Ordinance Review: The Committee reviewed Ordinance 04-2007, The
Jacksonport Volunteer Fire Department. A recommended addition to the
first paragraph is as follows: “To serve the community in
non-emergency events as authorized. Oversight shall be administered by
the Fire Advisory Committee. Under III the wording should be changed
from “Fire Commission” to “Fire Advisory Committee”. Under V,
Organization, change the wording sentence to: “a total of 30 active
members and reserves as deemed appropriate by the Fire Chief. Under VI
Duties add: “The Fire Chief to serve as Emergency Management
Director.” Under X Disputes, the second sentence will change to “Any
problems the Fire Chief cannot resolve shall be referred to the Fire
Advisory Committee for resolution.” Under XV. A. the First Responder
checking account is to be deleted. Under XV. B. Audit, change to “The
records are to be audited by the Fire Advisory Committee and then
submitted to the Town Board for approval.”
New Business:
(A) Emergency Operation Plan: It was agreed the Fire Chief was to be
the Emergency Management Director. Overall the review noted some
instances where the City of Sturgeon Bay should be changed to the Town
of Jacksonport. Tom Wilson moved to approve the Emergency Operation
Plan with the mentioned changes, Mark Steger seconded, and all were in
favor.
(B) Engine 5: Engine 5 did not pass the pump test. The truck has been
kept for ISO rating purposes. It would cost $2,000 to repair the pump.
The truck has been dead lined and has not left the station. Free
storage is available at Port Storage, the Committee felt a 6 month
time-line should considered for the storage. This situation will be
evaluated further at the next meeting.
(C) Brush Truck: The Brush truck is a 1989 model and does not meet
NFPA standards. The truck has had 3 clutch replacements and due to the
fact it has a standard transmission, it is deemed harder to handle for
younger fire fighters. Even though the truck has less than 10, 000
miles some members felt it should be replaced. The Capital Outlay
Budget has included $85,000 for replacement of this truck. The current
bid for the new truck is $78,101. Tom Wilson motioned to approve the
purchase; Eric Wickstrom was the only Committee member not to vote in
favor. Motion passed.
(D) Grant Application: Aaron has filed 2 grant applications. One is
for $95,600 for 14 new airpaks. The other is for $986,463.50 for new
paging equipment. The probability is good and the Town would have to
pay 5% towards the cost of air packs and a portion of the 5% for
paging equipment.
(E) Annual Report Review: Tom handed out the report to be presented at
the Annual Town Board Meeting.
(8) Agenda items for next meeting: Fire Ordinance review changes,
engine # 5 update, and a discussion on water rescue.
The Fire Advisory Committee meeting was adjourned at 9:08pm
