April 13, 2004 First Responder Report

First Responders are volunteers medically trained to provide Basic Life Support (BLS) and other assistance in those instances where the 911 system has been used to request an ambulance through the Door County Communications Center. Accordingly FR's are the first link in the EMS system - important in Jacksonport because the next link (ambulance with paramedics) respond from Sturgeon Bay for the Township area south of County V and Plum Bottom Road and, from Sister Bay for the Township area north of County V and Plum Bottom Road.
Because ambulance travel to Jacksonport averages 20 or more minutes our FR's are often the first medically trained personnel to arrive at emergency scenes. It is intended that our personnel act as First Responders when paged by the com center upon receipt of a call or request for ambulance services.
As volunteers FR's are unpaid Town Employees covered by the Town Liability Insurance. They are however paid County Employees receiving $5/year to insure covergae by County Liability Insurance.
First Responder calls occur all hours of the day and night regardless of weather. The locations are often difficult to locate and the medical problems involved are often poorly of inadequately described having often come by distressed family members of onlookers. For the responding First Responder this often becomes an adventure filled with excitement, anxiety with a flavor of the unknown. Because outcomes are often less than desired or even unknown, they can be very stressful, but are most often gratifying and rewarding otherwise they wouldn't be doing it.
Each responder uses his or her own personal vehicle and carries a medical kit, O2 bottle w/regulator, a pager, 2-way radio and three have AEDs (Automatic Electronic Defibrillators) with one AED always available in the fire station.
Our FR's have had a typically active year including eight training sessions with our FR neighbors in Baileys Harbor and some 46 plus calls involving heart attacks, strokes, congestive heart failure, diabetic coma, insulin shock, trauma (serious and not so serious) from auto / farm / horses and falls and as minor as some are accidentally setting off their "Life Live" system.
All of our First Responders (seven in number) have just completed a biannual 18 hour refresher course through NWTC as prescribed by the Wis. Dept of Transportation. This course included recertification of CPR and Defibrillator skills. Our responders include:
