Town of Jacksonport Annual Meeting
Tuesday, April 13, 2004

The annual meeting was called to order @ 7:30 by Chairman Alvin Birnschein. Forty-six people were in attendance.

The Pledge of Allegiance was lead by Ben Logerquist.

Chairman asked people to state their name before speaking.
Chairman reported that Terri Stauber had resigned and that the Town thanks her for all of her help. The Town Board has appointed Eileen Phetteplace (formerly Eileen Lasee) as the new Town Clerk.

Run down of 2003:

Brad Bley reported that the Jacksonport Volunteer Fire Department responded to 24 calls: 8 vehicle accidents, 3 brush fires, 3 powerline calls, 3 structure fires, 3 water rescues, 1 carbon monoxide call, 1 farm accident call and 1 miscellaneous call. Total calls approximately double what they did the year before.

A big thank you to Al Scharrig, who retired as the Fire Department Captain after many years of service.

Fire Department Members are finishing the State mandatory class. Thank you to all that are doing this.

Thank you to both past and present Town Boards for keeping the Fire Department up to date.

Next item: Ben Logerquist gave a through First Responder Report. Complete report recorded separately, see attached sheet titled "First Responder Report" - April 13, 2004.

A big thank you to both Wayne Bley and Ben Logerquist who have been giving of their time and talents to the First Responder's for the past 19 years.

Minutes of the 2003 Annual Meeting were read by Terri Stauber. Motion (FRANK BLEY/MARLENE LARSON/PASSED) to accept the minutes.

Motion (BRAD BLEY/ORVILLE HONALD/PASSED) to have annual meeting on the 2nd Tuesday of April, Aptil 12, 2005 at 7:30 P.M.

Report by Al Birnschein regarding Town items accomplished in 2003.
Blacktopped 1/2 mile of Memorial Drive.
Junction Road from Memorial Drive to Junction Road (1 mile) was wedged and sealed.
Elm Drive from Junction Road to Maple Place was wedged and sealed.
Sealcoating on various other Roads.
Put a third door on the Fire Station.
Tennis Courts are now gone. Will be a permanent parking lot.
Disposed of two fire trucks. We received $1,600 for one, $13,000 for the other. We have 2 other trucks to dispose of when we get our new fire truck, expected delivery in December 2004.
Smart Growht issue in 2010. Future planning for the town. Will be expensive and very time consuming.
Building inspector mandated by the State of Wisconsin, becomes effective January 1, 2005. Will address hiring one at a future meeting. Homeowner will have to pay for services.

One mile of Logerquist Road will be redone in 2004. From town line to Berger Road. We have received $35,000 from the State of WI to apply toward that road reconstruction.

George Bagnall said Wisconsin Towns Association has a scholarship program for graduating Seniors of the area. He provided brochures for anyone interested.

Jeanne Majeski reported that the Town has a web site http://www.jacksonport.org which is up and running. (still under construction and continues to be updated).

Motion (FRANK BLEY/AL SCHARRIG/PASSED) to accept annual report.

OPEN MEETING

Constable report requested by Pete Larson.
Pat Eaton reported: Theft of ladders, theft of scaffolding at 5595 Clark Lake Drive. Working with Sheriffs Department. Had a few "Dog" calls. No injuries at festivals. A shooting in Town, bullet entered a private home, no injuries. Person charged with reckless use of a firearm, pending in court. Pat considers himself on call 24 hours a day, leave a message, of course if an emergency cal 911. Appreciate any tips, regarding questionable activities in the Town.

Motion (FRANK BLEY/BILL SAMPONE/PASSED) to raise base pay of Town Clerk to $10,000 year. Will take effect April 2005.

Motion (MARLENE LARSON/ERIC WICKSTROM/PASSED) to increase Town Constable wages to coincide to the other town officers when they are doing work for the twon (currently that is $15 per hour). Will take effect April 2005.

Motion (FRANK BLEY/ORVILLE HONALD/PASSED) Town Board to use their best judgment and go ahead with the remodeling of the Jacksonport Town Hall. Budget approximately $30,000.

George Bagnall reported that we were billed $1,700 for the fish restocking program for Clark Lake. 2004 is the last year for the program, it was a three year program.

Brad Bley reported that we are still having some problems with the gates at the dam on Clark Lake. Gates not being dealt with as designed to keep out the rough fish.

Al Birnschein said we are still having a problem with the boat launching ramp at the Sevastopol/Jacksonport won line.

Keri Anderson (County Board Su[pervisor) wants to thank the town for their support over the last two years. Welcomes town people to talk to her regarding County issues.

Motion (BRAD BLEY/HAROLD GERDMANN/PASSED) to adjourn the meeting. Meeting adjourned approximately 9:00 p.m.
