April 11, 2006 Annual Town Meeting
TOWN OF JACKSONPORT ANNUAL MEETING
Tuesday, April 11, 2006 at the Town Hall
The annual meeting was called to order at 7:30 p.m. by Chairman George Bagnall. Forty-eight people were in attendance.
The Pledge of Allegiance was lead by Ben Logerquist.
Chairman asked people to state their name and address before speaking.
Minutes of the 2005 Annual Meeting were read by Eileen Phetteplace. Motion (Marlene Larson/Mary Herlache/Passed) to accept the minutes.
Chairman reminded the Town that the Town Board did add an additional recycling day to the month of April. The schedule is the second and forth Saturday, April through October. It is the second Saturday, November through March.
Chairman introduced new board member, Supervisor Aaron LeClair. A round of applause was given to him.
Motion (Darrel Birnschein/Marlene Larson/Passed) to set the annual meeting for next year on the 2nd Tuesday of April, April 10, 2007 at 7:30 P.M.
Chairman George Bagnall thanked Ben Logerquist for the past 22 years serving the Town as a First Responder. He was the founder of the First Responders for the Town. A round of applause was given to him.
Ben Logerquist gave a brief report on the founding of Jacksonport responders. The complete report is attached. Ben then turned over the leadership of the First Responder to Marsha Wilson.
Marsha Wilson reported that the First Responders had 28 calls last year. We have seven State Certified First Responders. (Adam Bley, Wayne Bley, Jill Lautenbach, Paramedic and EMT Aaron LeClair, Christine Reese, Mike Skippon, and EMT Marsha Wilson).
Fire Chief Brad Bley reported that in 2005 the Volunteer Fire Department responded to 18 calls. Three structures, two grass, three false alarms, seven car accidents, two water rescues, and one carbon monoxide call. We are up to seven calls already in 2006. The Fire Department is working on completing their ISO test in 2006.
Chairman wanted to thank the Jacksonport Women’s Club and the Jacksonport Advancement Corporation for donating the funds for the remodeling of the Town Hall restrooms. Labor was also donated by Alvin Scharrig, Jim Perry’s Carpet One, and Rick Denessen did the plumbing.
Thanks also go out to Margaret Sampone, Cathy Gerdmann and Mary Rohr for organizing the lunch which follows the Annual Town meeting.
Marlene Larson complimented the new format of the 2005 financial report.
Chairman pointed out that thanks also go to the organizations which donated funds to help defray the costs of the new copy machine in the Town Hall. Donations were made by the 4-H Club, the Jacksonport Advancement Corporation and the Jacksonport Women’s Club.
Report by Chairman George Bagnall regarding Town items accomplished in 2005.
• Road work was done on the following roads:
o Clark Lake Drive - .51 mile, brushed, added gravel, pulverized and applied 2 ˝” hot mix. (Northeast Asphalt).
o Memorial Drive from intersection of J Junction, .45 mile added gravel, pulverized and applied 2 ˝” hot mix and shouldered (Door Co. Hwy Dept).
o Willow Road, wedged and double seal .5 mile (Scott Construction).
o Anschutz Road, one mile wedged and sealed. (Scott Construction).
o Honold Road, ˝ mile full cold mix wedged and sealed and shoulder. (Scott Construction).
o Burger Road, one mile wedged and full overlay with cold mix and seal and re-shoulder.
o For 2006 we have received a grant from the State Town Road Improvement Program (TRIP) for .81 mile on N Cave Point Drive.
• The Town Cemetery Ordinance for Lakeview Cemetery was rewritten by volunteers, Kari Anderson, Marlene Larson and Bob Kufrin. The current Cemetery Committee is made up with members, Bob Kufrin, Chair, Town Board member, Aaron LeClair and Town citizen Alvin Scharrig.
• The Town Ball Field was completely redone with a lot of help from Volunteers and donations.
• A part-time maintenance person, Terry Simon, was hired in April 2006.
• A franchise agreement with Brilliant Cities, a high speed internet, telephone and cable TV Company, has been considered but not yet signed.
• Some trees have been removed form Lakeside Park. They were dying and had reached their life-expectancy of plus or minus 70 years. They had been planted in 1938. There is still a need to remove additional trees. The Jacksonport Advancement Corporation has been planting new trees.
• Update on Smart Growth, Land Use Plan. Jacksonport will not be required to develop our own plan, because we are under County zoning and don’t have a land subdivision ordinance. We can have input thru the County, and we need volunteers to serve on a Plan Committee.
• We now have a Park Committee, it is made up of Tom Ash, Jon Jarosh, Aaron LeClair, Eric Wickstrom and Brad Bley. We have now made it possible to reserve a pavilion. The fee for residents is $50 and non-residents $75.
Mary Herlache would like to see a marker in Lakeview Cemetery, which could be used to remember the names of people from the Town that do not have any other type of memorial anywhere. Motion (Kari Anderson/Virginia Maher/Passed) to take this idea to the Town Cemetery Committee for further research and possible implementation.
Tom Maher reported that there was approximately $2,400 vandalism damage to property on or near Schauer Road and Cave Point County Park.
Motion (Bradley Bley/Althea Logerquist/Passed) to abolish the position of Town Constable, which will become effective in 2007.
There was discussion to consider changing the Clerks position from an elected position to an appointed position. There was no action taken.
Motion (Paul Ozburn/Aaron LeClair/Passed) to adjourn the meeting. The meeting adjourned at 8:55 P.M.

STEPPING DOWN FROM FIRST RESPONDERS
This morning I received a call from Chairman George Bagnall requesting I say something about my 22 years as a Jacksonport First Responder. So, here goes –
Some think First Responders are country Doctors with a little black bag going around making house calls. That is not an entirely correct or accurate perception.
First Responders are volunteers medically trained to provide Basic Life Support (BLS) and other medical assistance in those instances where the 911 System has been used to request an ambulance through the Door County Communications center. Accordingly, First Responders (FRs) are the 1st link in the Emergency Medical System (EMS) – important in Jacksonport because the next link (ambulance with paramedics) respond from Sturgeon Bay for the Township area south of County Hwy. V and Plum Bottom Road, and, from Sister Bay for the Township area north of County Hwy V and Plum Bottom Road. This means one way ambulance travel to Jacksonport averages 20 or more minutes. Accordingly our FR’s are often (most often) the first medically trained personnel to arrive at emergency scenes where EMS services have been requested.
As volunteers, FR’s are unpaid Town employees covered by the Town liability insurance coverage. They are however paid Door County employees, when on call, receiving pay of $5/year to insure coverage by Door County Liability Insurance. – Enough said about that!
First Responder calls occur all hours of the day and night, regardless of weather. The locations are often difficult to locate and the medical problems involved are often poorly or inadequately described having most often been provided by distressed family members or onlookers at an accident or incident scene. For the FR, travel to the scene becomes an adventure filled with excitement and anxiety with a flavor of the unknown!
Because outcomes are often less than desired, or even unknown, the calls can be very stressful. However, favorable outcomes can be and most often are gratifying and rewarding, or I guess otherwise FR’s would not be in the business.
Each FR uses his/her own personal vehicle and carries a medical kit, O2 bottle with regulator, pager, 2-way radio and three carry AEDs (Automatic Electronic defibrillators).
Situations encountered include heart attacks, strokes, congestive heart failure, diabetic comma/shock, et el, and all forms of trauma primarily associated with accidents as a result of autos, farm implements, horses, ice, etc.
So this First Responder business has been going on for 22 years now. We started out here in Jacksonport in 1985 with 5 Fire Fighters signing up. They were Wayne Bley, Alvin Scharrig, Doug Jorns, Jim Perry and yours truly Ben Logerquist. Wayne will be the last of the original five still carrying the black bag and making calls after tonight. As I step down I hand the FR Crew Chief job over to Marsha Wilson, a trained Emergency Medical Technician (EMT) who I know will do a fine job.
Marsh can tell you all about the current organization and membership and any future plans she may have. To Marsha and all the other First Responders I give my thanks – you have been loyal and dedicated partners on maybe as many as 1,100 + emergency calls over the past 22 years.
